Since Chandan made a second move (first into the room and then over to the door to open it), everyone else gets to move and declare an action. I'll proceed after that. See the current tactical map. Also, who is guarding the bugbear and where is he? I just dumped him on the map but you have two prisoners now.
Since this is the wizards home, he will take a good sniff from him and see which door could possibly be the one he uses the most. That might indicate which direction Inaro keeps the prisoners, if he does check in on them occasionally.
The only person to move into the room is Chandan and he opens the north door on east wall to see what's inside.
While he is doing so, Inaro who is far away in the hall speaks in a calm and measured tone to the bear (Davroar) that is sniffing him up and down, "The old man really should be careful. There are guards that do not know that we have surrendered to you. I'm sure that there are some beyond this room and they will defend this place from strangers."
As Inaro is talking to the bear, the bugbear starts to squeeze through the hall and the bear and approaches the Dragonborn. He makes it to the front when Chandan opens the door. (OOC: The only place the Bugbear can make it to is 16,13, to the right of Kalista so that's where I'll put him).
The door is unlocked and when the monk opens it he sees a long room that is partitioned into three areas, with iron bars walling off the north and the south. Filthy straw lines the floors of those cells, the hinged doors of which are secured by chains and padlocks. A pair of disheveled human women are held in the cell to the south, while a human boy is confined to the north. All are dressed in plain gray tunics and have iron collars fitted around their necks.
A heap of discarded clothing is piled carelessly against the far wall. Chandan then notices someone hiding in the room to his left. The man has pressed his back against the wall and as the door opens, he moves to attack. What Chandan did not notice is the man to his right that is flanking him. That man was able to hide from him and surprises the monk with his attack. The Redbrand Ruffian's short sword is driven deep into the old man's side, and he twists it there trying to do more damage.

Chandan takes 10 points of damage. I need initiative rolls for everyone now.
"Inaro, I strongly suggest you order your men to stand down and surrender, lest we choose to mirror every wound they inflict on our people upon your sorry hide. An eye for an eye, a blow for a blow."
Hearing what sounds to be a fight happening past the room and then Kriv demanding Inaro to order his men to stop, Davroar will try to quickly push Inaro into the room for whoever is fighting to see that their leader is a prisoner himself.
Hearing a commotion up ahead, she will take a good look in the group's rear and then check the corridor to see if there is not room to move up into the next room. Until there is she will watch alternatively in both directions but not in a pattern that could be detected.
Before ANYTHING else happens (including Kriv's command) the ruffians both attack Chandan again. This time the monk is able to duck under one sword and twist away from the other. They had stepped forward to attack and now move behind the wall to avoid any ranged attacks.
Based on the current tactical, the ruffians can only be attacked by Chandan but others can move in. They cannot see them since they are hiding on either side of the door. Note that since "Adventurers League" does not use the optional flanking rules, I won't. The order of moves is as follows:
So Kriv is up. I've got the "free" speaking thing. It happens now. Also, since the wizard and bugbear are secured and intimidated, I will treat them as non-enemies. In other words, you can move freely through their squares (not stopping in them).
Hefting his maul, he indicated the Bugbear to go first.
"Mosk, lead the way. Claim their surrender in my name. I doubt they would be so foolish as to strike you: Should they try, I will execute them accordingly."
He followed behind the Bugbear, provided the Bugbear obeyed, ready to strike any that attacked him.
She saw Chandan get hit by two foes who are hiding behind the doorway and out of her view. She knows better than to charge ahead, and taking a quick look into the area she sees it isn't shaped well for most of her spells, but perhaps one could work. They'll have to cut their way in after, but it could incapacitate the enemy.
So she touches her spell focus, speaks a short phrase, and points her finger into the room, aiming for the back wall. A 20 foot cube is instantly filled with thick, sticky, webs.
(OOC - Nep - Should fill the area between the bars. May spill out into the cells a little bit and might also hit Chandan, but we should be able to cut him free.)
Kalista points her finger at the back wall of the room beyond the door and fills the chamber with sticky webs.
The web makes the room difficult terrain and lightly obscures the area. I'm placing all the webs in the room just to make it easy and keep Chandan free. I rolled the dex save in advance of the Redbrands going just so it's recorded. They are not restrained:

"There are prisoners in there, according to this one", she tosses a finger back at Iarno. "Maybe we just let the guards get tangled and cut our way in, if they won't come out or surrender? Killing prisoners isn't going to help us."
Webs fill the chamber where several villagers are kept prisoner. Moments later the bugbear shuffles up to the door and obediently tells them to drop their weapons and his words are supported by Inaro who calls out "You've done your job. Stand down."
Even though the ruffians who were standing guard are able to avoid being restrained, they heed the words of Inaro (moreso than Mosk) and they toss their swords on the floor outside the room and they both walk out and surrender.
Finished with dragging Inaro into the room, he will remain close to the wizard in case he tries to turn the tables on them. He is getting worried now with the bugbear, three skeletons, two Red Brand thugs, and Chandran injured.
