If I wished to allow a few players to be able to post new game threads in my section, what's the procedure?

Post a request here. Note that we can not easily tell UBB to distinguish between your players and other members; the result would be like GFN in that any member can start a thread.
If you don't want it wide open like that, you'll just have to ask the players to let you know if they need a new thread. It might be an idea for you to start an OOC thread in your game for this very purpose.
